This report provides a nonpartisan, pragmatic guide for policymakers seeking science-based policies that benefit both vulnerable children and society as a whole. Co-authored by the National Forum on Early Childhood Policy and Programs and the National Scientific Council on the Developing Child, this paper combines insights from neuroscience, behavioral and developmental science, economics, and 40 years of early childhood program evaluation.
